In 2014 Indonesia declared its entire exclusive economic zone — 5.8 million square kilometres of ocean — a manta ray sanctuary, making it the world’s largest protected area for these animals. The decision was not purely altruistic. A single reef manta ray contributes an estimated USD 1 million to tourism revenue over its lifetime; dead, it sells for around USD 100 on the gill plate market. The economic logic aligned with conservation, and the result, over the decade since, has been measurable: populations at Raja Ampat, Komodo, and Nusa Penida are growing.
For divers, Indonesia offers something no other country does — two of the three known manta ray species in accessible, reliably encountered populations, across multiple destinations with different seasonal peaks. Understanding what you’re looking at, and why you’re seeing it in this specific place at this specific time, transforms a manta encounter from something beautiful into something comprehensible.
The Two Species: What Distinguishes Them
Two species of manta ray are found in Indonesian waters. They are related but ecologically distinct, and knowing the difference adds a layer to any encounter.

Reef manta ray (Mobula alfredi) — the species you are most likely to encounter at Indonesia’s cleaning stations and in sheltered reef environments. Wingspan typically 3 to 4 metres, occasionally to 5 metres. Identified by a Y-shaped shoulder pattern on its back. Found in coastal and reef environments, often highly site-faithful — individual reef mantas return to the same cleaning stations for years, and have been photo-identified and tracked across decades of research at Komodo. Indonesia’s reef manta populations, particularly at Raja Ampat and Komodo, are among the largest and most studied in the world.

Oceanic manta ray (Mobula birostris) — larger, with a wingspan reaching 7 metres and occasionally reported beyond that. Identified by a T-shaped shoulder pattern and typically darker colouration. Oceanic mantas prefer deeper, open-water environments and are more migratory than reef mantas — they are less predictably site-faithful and tend to appear at cleaning stations less regularly. In Indonesia they are most reliably encountered at specific deep-water sites in Raja Ampat, where both species overlap in the same ecosystem — a combination found in very few places on earth.

Melanistic mantas deserve a separate mention. Approximately 40% of the reef manta population at Raja Ampat is melanistic — almost entirely black rather than the typical black-and-white colouration. This proportion is significantly higher than at any other known manta population globally (Komodo and Nusa Penida run around 10% melanistic). The cause is not fully understood but is genetically expressed within the Raja Ampat population. Encountering a fully black manta ray against a reef background is one of the more visually striking experiences in Indonesian diving.
How Cleaning Stations Work
Most manta encounters at reef sites happen at cleaning stations — specific points on a reef where cleaner wrasse and surgeonfish remove parasites and dead tissue from manta ray skin, mouths, and gill slits. The mantas return to these stations repeatedly, often daily, because the cleaning reduces infection risk and improves their health. The stations are not random: they tend to be at points with moderate current flow (which the mantas use to position themselves while being cleaned), at depths of 10 to 20 metres, and on reef structures that have been used consistently for years or decades.
The diver protocol at cleaning stations matters. Mantas are wild animals and will abandon a cleaning station if disturbed — approaching too closely, touching, or disrupting the current flow around the station affects the animals and the other divers who come after you. The standard guidance: descend to below the station depth, remain still, and let the mantas approach on their own circuit. A manta that feels comfortable at a station will typically make repeated passes at close range. One that has been chased or touched will leave and may not return for hours.
Indonesia’s manta ray protection law (Ministerial Decree No. 04/2014) prohibits capture, harassment, or disturbance of manta rays in Indonesian waters. Responsible dive operators brief guests on cleaning station etiquette before every manta dive; it is worth asking specifically about this before booking any manta-focused trip.
Where to Dive with Mantas in Indonesia
Komodo National Park
Komodo National Park was identified in 2022 as hosting one of the world’s largest known reef manta aggregations — over 1,100 individually identified animals across the park’s waters, a number that researchers describe as significant on a global scale. The park’s two primary manta sites operate differently and reward different timing.
Karang Makassar (widely called Manta Point) is a submerged reef in the southern zone of the park, operating as a cleaning station where reef mantas return reliably during the plankton-rich months of November through March. The site is accessible at slack tide with minimal current, making it one of Komodo’s more forgiving dives — appropriate for Open Water divers when guided correctly. The manta encounter rate here during peak plankton months is among the highest at any Indonesian site.
Manta Alley, near the southern tip of Komodo Island, is a channel through which current-borne plankton flows, creating a feeding environment that aggregates mantas in numbers that can exceed a dozen animals on a single pass. November through February is the peak period. Visibility is typically lower during these months (the same plankton that feeds the mantas clouds the water), but the encounter density compensates. During peak months, manta courtship behaviour — feeding spirals, mating trains involving multiple males following a single female — is regularly observed here.
Both sites see significantly lower manta activity during the dry season (April–October), when clearer water means less plankton and the animals shift focus. Divers visiting Komodo in the dry season for the northern pinnacle diving should not expect the same manta intensity as during the wet season in the south — the park essentially delivers two different diving experiences across its two seasons.

Raja Ampat
Raja Ampat is the only place in Indonesia where both reef and oceanic manta rays are reliably encountered, and one of very few places on earth where this is true. The Coral Triangle’s deep-water upwelling systems around the Bird’s Head Seascape create the nutrient conditions that support both species simultaneously — reef mantas at cleaning stations in sheltered areas, oceanic mantas at deeper, more exposed sites fed by the same upwelling.
Manta Sandy and Manta Ridge in the Dampier Strait are the Dampier’s primary reef manta stations — both consistently encounter reef mantas from October through April, when plankton concentrations are highest. Manta Sandy in particular is accessible from both resort and liveaboard operations, at moderate depth with manageable current, making it one of the most reliably encountered manta experiences in Indonesia for divers at most experience levels.
Blue Magic, also in the Dampier Strait, is where oceanic mantas make more regular appearances — typically in the company of reef mantas that frequent the same current-swept point. Encounters here are less predictable than at the cleaning stations but can involve multiple large oceanic individuals at depth.
Magic Mountain in Misool (also called Shadow Reef) is the headline oceanic manta site in Raja Ampat — a deep seamount in the south of the archipelago where oceanic mantas aggregate year-round, circling the seamount in the current. It is liveaboard-only, accessible only to vessels that route through Misool. Encounters here are considered among the most dramatic available at any Indonesian dive site.
Raja Ampat’s Wayag Lagoon has been identified by researchers as a potential nursery site for juvenile reef mantas — young animals have been documented using the shallow, sheltered lagoon environment at Wayag in patterns suggesting it functions as a rearing habitat. Encountering juvenile mantas at Wayag, alongside the karst island scenery, is an experience specific to this part of the archipelago.

Sangalaki Island, East Kalimantan
Sangalaki, in the Berau archipelago of East Kalimantan, is Indonesia’s least-visited significant manta site — a small island in Borneo’s offshore waters with a reef manta population that resident researchers have been documenting since 2010, with 79 individually identified animals recorded in one study period. Mantas here are reported year-round and the encounter rate at sites named Manta Avenue, Manta Parade, and Manta Run is described by visiting operators as exceptionally reliable.
Sangalaki is not on any standard liveaboard circuit, and reaching it requires specific routing through Berau. It is mentioned here because it represents a genuinely under-dived manta site for divers willing to travel slightly off the established routes — and because the nearby Kakaban Island, with its marine lake containing stingless jellyfish, makes the broader Derawan archipelago worth a dedicated trip.
Manta Ray Season by Destination
Komodo (Karang Makassar / Manta Alley): November through March is the primary manta season. Peak encounter rates at Manta Alley concentrate in December through February. Manta activity drops significantly from April onward as the dry season reduces plankton.
Raja Ampat (Dampier Strait / Misool): October through April for Dampier Strait sites. Magic Mountain in Misool is year-round on the oceanic manta population, with the October–April window also the preferred season for Misool liveaboard access more broadly.
Sangalaki: Year-round, with no clearly defined peak season reported in operator data.

Can You Snorkel with Mantas?
Yes — and at several Indonesian sites, snorkelling produces encounters equal to or better than scuba diving. Karang Makassar in Komodo is regularly visited by snorkellers on liveaboard trips; the mantas’ cleaning circuits bring them to within metres of the surface. Manta Sandy in Raja Ampat is also accessible for snorkellers. The advantage of scuba diving is being able to descend to the station depth and remain still without affecting current flow; the advantage of snorkelling at the right site is no bubble noise and freedom to match the manta’s depth at the surface.
At sites with strong current or depth requirements — Blue Magic in Raja Ampat, Manta Alley at depth — scuba diving is practically necessary. But for a first manta encounter, snorkelling at Karang Makassar or Manta Sandy is genuinely viable and produces close, unhurried interactions with animals that are habituated to calm human presence.
Conservation Context
Both manta ray species (Mobula alfredi and Mobula birostris) are listed as Vulnerable on the IUCN Red List, reflecting decades of decline globally from targeted gill plate fisheries and bycatch. Indonesia’s 2014 protection decree, combined with the establishment of three dedicated manta ray sanctuaries (Raja Ampat at 11,655 km², Komodo at 7,000 km², and Nusa Penida at 200 km²), created a protected framework that researchers credit with measurable population recovery at the monitored sites.
The populations at Raja Ampat were growing at 4–11% annually between 2009 and 2019 according to a published study by researchers at the University of Auckland. The Komodo population’s identification as over 1,100 individuals in 2022 was described as one of the most significant manta discoveries in recent years. These are not stable outcomes — they are the result of active protection against ongoing gill plate demand from East Asian markets. The dive tourism economy around mantas in Indonesia, which the government estimated at millions of dollars annually per animal over a lifetime, provides the economic argument that has made the protection sustainable.
For divers: the manta encounters you have in Indonesia are possible in part because the previous decade of protection created the conditions for population recovery. Responsible in-water behaviour — no touching, no chasing, correct depth positioning at cleaning stations, minimal flash photography — is part of maintaining that outcome.
Research organisations active in Indonesian manta waters include the Marine Megafauna Foundation and the Manta Trust’s Raja Ampat Manta Project. Both accept citizen science photo submissions through their identification databases — a dive photo that captures a manta’s ventral markings has scientific value and can be contributed to ongoing research.
